张侠说自己是个懒人，所以才能当领导。因为总想着只有调动别人的积极性，自己才能很轻松。在看似幽默的懒人哲学里，是打造高效化团队的智慧。于是，我们看到了旅游局这代年轻有活力的干部，在一次次大型城市推广活动中最亮丽最有创意的展现。

六城会，八艺节正在紧张筹备的时候，我们约见了正在忙碌中的张侠局长。我们用了几乎一下午的时间聊天。那是一次轻松有趣的交流，我们的谈话从一连串的“如果”开始，在贯穿始终的假设背后，是张侠巧妙的思辨和睿智的回答，让我们一步步了解了这位到武汉市旅游局新上任一年的局长，是怎样用“蚂蚁有一天也能扳倒大象”的乐观精神带领年轻的团队为提升武汉旅游城市形象正在进行的尝试和努力。

在对未来城市旅游功能的建设规划中，张侠凭着多年从事旅游行业的敏锐和直觉，积极推行社会化大旅游观念，构建政府主导性的社会化大旅游格局，以战略性的大手笔，包装城市，开放胸怀。

大家说他是一个永远充满活力和热情的局长，他也笑谈自己梦想的职业是体育教练员。因为，运筹帷幄的自如和变幻莫测的挑战总能让他激情满怀，斗志昂扬。

访谈录
“您似乎与旅游行业有天生的缘分？”
“我最早在东湖风景区工作，后来去新洲当区长，现在调到武汉市旅游局作局长。有人说，如果你对一个行业太了解，不是件好事情。我在旅游行业工作了很多年，见证了这个朝阳行业日新月异的发展，也感同身受着一个旅游工作者肩上的压力和责任。目前，我们要争取产业地位，深化行业管理，积极推进政府主导性的社会化大旅游。我想，蚂蚁有一天总能扳倒大象，我们持续的努力，会换来行业整体素质的提高和产业整体地位的提升。”

“您现在正在忙什么？”
“2008年，旅游产业大会的召开将有划时代的意义。我们希望通过对旅游业的重新认识，深入探讨武汉应该如何发展旅游产业的问题，城市的旅游产品建设、旅游功能建设等。旅游产业发展政策导向的确立将始终是我们的工作重点。城市的旅游功能，我们将抓紧建立旅游集散中心，完善旅游标识标牌和旅游交通规划；产品建设方面除抓好主题公园等项目的招商引资外，还将拓展“一日游”等旅游产品，提升整个城市形象的包装和宣传，整合周边城市旅游资源，通过开展各项促销活动吸引区域合作，也是我们的工作重点。
武汉只有“与狼共舞”，才能真正实现社会化大旅游的发展目标。

“如果让您推荐武汉，您会如何介绍？”
武汉的资源和旅游产品结构不错，就在于如何组合和优化。东湖是中国最大的城中湖，如果再赋予更鲜明的主题形象和更有积淀性的文化气质，将是武汉最有魅力的一张城市名片。长江中下游旅游产品也是我们这座滨江临湖城市的招牌，我们希望通过奖励等一系列办法激发周边沿江城市的兴趣和参与，真正打造独具吸引力的长江沿线游。以包容性强，开放性高的姿态吸纳外地人和外地城市来到武汉，关注武汉，让武汉的现代文明迈进一大步。

“如果不当局长，您的职业梦想是什么？”
“我曾经在国外学习过《九型人格》，在一次有趣的游戏中，我发现和我一个类型的都是性格果断，极富活力的人，我对体育有执著的热爱和激情，我的职业梦想是作一个教练员，我喜欢研究战略战术，大学时代，我是篮球队的主力队员，后来还做过女篮的教练员，带领团队和做队员一样厉害。（哈哈）……

When the 6th City Sports Meet and the 8th Art Festival are being prepared, we have an interview with the busy leader of Wuhan Tourism Administration. In his spacious office overlooking the river, we chat the whole afternoon. We start the light and amusing talk from a series of "ifs", and throughout the assumptions were Zhang Xia's bright thoughts and smart answers, which enable us to understand bit by bit how the leader of Wuhan Tourism Administration is leading his young team in an attempt of promoting the image of Wuhan.

Talking of the planning of tourist function of the city in the future, by virtue of intuition and insight in tourist industry, Zhang Xia actively introduces a concept of socialized traveling, building a government-led socialized tourist structure and promoting the city with open-mindedness and in a large scale.

When he is asked why he is always energetic and enthusiastic, he replies with a smile that his dream is to be a professional coach. He feels passionate and energetic with uncertain challenges.

Excerpt of the interview
"Does it seem that you are connected with tourist industry by fate?"
"I first worked in East Lake Scenic Area, later went to Xinzhou District as the head and is now appointed as the head of Wuhan Tourism Administration. Someone said to me that it's not so good to have a deep understanding of an industry. I have been working in this industry for a dozen of years, witnessing the rapid development of it and known well the burden and responsibility of a tourist worker. At present, we strive to get a position in the industry, focus on administration and actively propel the concept of government-led socialized tourism. I firmly believe that ants can defeat an elephant someday. The improvement of the overall quality of the industry and promotion of status will be achieved by our constant efforts.

"What are you now busy for?"
"The conference of tourist industry in 2008 is of great significance. We hope in a new perspective of the industry we will further discuss the issue of how to develop tourist industry and will try to make policy to help tourist companies during the development of tourism. Additionally, it is also very important to perfect city tourist function, build tourist center and signs, and plan traffic. Our key work includes exploration of new tourist products, development of one-day tours, enhancing city image, integrating tourist resources and attraction of regional cooperation through all kinds of sales promotion.

"How will you introduce Wuhan to others?"
Wuhan has very good resources and tourist products, which need to be integrated and optimized. The East Lake is the biggest lake in a city all over China. It will be a charming city name card if it is given brighter theme image and cultural temperament. Our recourses should include the tourist cities along the mid and downstream reaches of the Yangtze River and we will motivate other cities to join us through a series of rewarding methods.

"What will you do after you retire?"
"I once learnt 'Nine Personalities' overseas. In an interesting game, I found person of my personality were resolute and adventurous. I have great passion and enthusiasm in sports, so I dream to be a professional coach. I like studying strategy. Once I was a key member in a basketball team, and later a coach of women basketball team. I do both well.

Zhang Xia says he is a leader because of his laziness. He feels relaxed for he always tries to motivate others. In his seemingly humorous philosophy of laziness is his wisdom of building a high efficient team, so we see eye-catching and innovative presentations of large-scale promotions of the city, which are the achievements from the young team.
